China/East China Water Treatment Plant and Water System Improvements

The East China Township water filtration located at 205 Recor Road was built in 1952 with a rated capacity of 500,000 gallons per day. The plant has seen several expansion’s and numerous distribution system improvements have been made through the years.

The East China/China Water Treatment Plant and Water System Improvements represent the collective efforts of China and East China Charter Townships, the St. Clair River Sewer and Water Authority and the St. Clair County Department of Public Works. Through this project East China and China Charter Townships will move from a utility/customer relationship to a partnership in providing water to area residents. Both Townships will jointly own the new plant.

A new plant was constructed to replace the 1 million gallon per day (mgd) plant built in 1952 and expanded in 1966. Current water demand can reach 1.2 mgd during peak periods. Expanding the plant to meet increased demand was not a cost-effective option. Instead, a new plant with capacity to serve area needs through 2020 and able to produce a higher quality drinking water through microfiltration technology was built and is located at 5111 Pointe Drive.

The $8.5 million project was funded through a low interest (2 1/2%) State of Michigan Drinking Water Revolving Fund loan that will be repaid by the townships through revenue bonds issued by the county. This financing arrangement enabled the Townships to use the County's bond rating. The new water treatment plant is scheduled to begin operations in February of 2001. The existing plant will be completely phased out by June 2001.

This water is distributed through approximately 32 miles of water mains to 1,300 residential water customers in East China and China townships. There are 80 apartments, 42 commercial, 8 industrial, and 5 municipal establishments in the two townships serviced by our water system. Two elevated storage tanks, one with a capacity of 500,000 gallons and one of 300,000 gallons provide a constant pressure throughout the system. There are also 220 fire hydrants along the water system in East China Township

We have always met the drinking water requirements of the United States Environmental Protection Agency and the Michigan Department of Environmental Quality.

The Township and its water department employee’s strive to provide the highest quality water at the lowest possible cost.

The Water Plant is normally manned between 6:00 am and 4:00 p.m. seven days a week. If you have any questions or concerns about your water please stop in, or call the water plant (810) 765-4647.
